Study On Problems And Countermeasures On The Construction Of Characteristic Town

China's new urbanization has put forward requirements for improving the level of public service,intensive green development,funding reform,optimizing the spatial layout,improving the level of urban design and construction,and improving urban management capabilities.Characteristic town is the inevitable result of the development of new urbanization in China.It is a powerful grasp of new urbanization and rural revitalization,and it is of great significance for building a moderately prosperous society in an all-round way.Based on the multi-center theory and the new public service theory,this paper adopts the methods of literature research,field investigation and comparative analysis to analyze the current situation on the construction of Suzhou embroidery characteristic town in terms of policy,concept,planning and management aspects,and to sort out the existing problems in industrial development,planning and construction as well as talent cultivation in the current town construction process.Through research,the main reasons are as follows:government management and guidance fail to fulfill in place,industrial support policy is weak,non-governmental organizations and residents fail to participate effectively,investment in the construction of public facilities insufficient,etc.On the basis of reference on the construction experience of Characteristic Towns at home and abroad,this paper proposes to strengthen the one-element multi-center management mechanism,point out the government's position,optimize government functions;formulate the planning scientifically,increase the policy support,provide services and guarantees,emphasize the integration of culture and tourism as well as focus on the ecological and environmental protection;adhere to the orientation of market leadership and characteristic industries so as to innovate investment,financing and operating models,build operating platforms,and enhance brand construction efforts;we always adhere to the people-oriented principle,constantly mobilize the enthusiasm of residents to participate,enhance the public's sense of access,form countermeasures such as cooperating and sharing benign cooperation in characteristic towns,adhere to the specialization of the personality and shape of Suzhou embroidery town so as to promote the high-quality development of Suzhou embroidery town.
