The Creating Experience Research On The Characteristic Town From The Perspective Of Public Administration

As our country's economy had entered a new normal stage,economic development presented the characteristics of great potential,strong resilience and great leeway.On the other hand,it faced many difficulties and challenges.In particular,structural overcapacity was a serious problem.Against such a backdrop,Hangzhou City had taken the initiative to adapt to the new normal of economic development and insisted on innovation-driven development.Based on its own resource endowments,industrial foundation and comparative advantages,innovative ideas,concepts and methods,Hangzhou had cultivated a number of characteristic town with innovative elements,distinct industrial characteristics,and production and living ecology Fusion.Through the narration of the connotation of the characteristic town,this paper analyzed the experience and evaluation of the creation of the town of Jade Emperor Shannan in Hangzhou,and found out the concrete practice,achievements and problems in the founding of the Town.We found out a set of experience for the creation of the characteristic town to provide research reference for the establishment of the national characteristic town.First of all,based on the related theories of industrial clusters and shrewd growth,the dissertation analyzed the basic conceptions and connotations of featured towns,and clarified the classification of featured towns.Secondly,from the perspective of public administration,we analyzed the background,cultivation process and founding mechanism of Hangzhou Jade Emperor Shannan Fund Town,including policy making,industrial orientation,creating procedures,land use protection,financial support and creating models.It achieved first-hand data through on-the-spot investigation and research.Thirdly,it established the index system,selected the appropriate evaluation method to evaluate the effect of its creation,and put forward countermeasures and suggestions based on the evaluation results.Finally,it summarized the successful experience of Jade Mountain Shannan Fund Town,and then provided useful enlightenment for promoting the development of characteristic town.
