Studies On The Perform Duties Of The "First Secretary" Of The Backward Village In T City

As a creative attempt of the cadres exercise attachment,selecting the "First Secretary" to backward village has become an important part of strengthening the rectification and construction of grassroots Party organizations and enhancing the overall level of rural grassroots organization construction in recent years.It can not only enhance the cohesion,creativity and combat effectiveness of grassroots Party organizations,strengthen the Party's ruling foundation in the countryside,provide powerful organization guarantee for rural reform,development and stability,but also become an effective way of human resources development of the municipal organization department.On the basis of studying and drawing on many domestic research results of selecting,managing and appraising "First Secretary" in China,by using research methods of literature research,case study and interview method,theoretically described the principle of the perform duties of the "First Secretary".According to the data survey of performance report of the "First Secretary" in the past few years and combining with the specific case,summarize various problems in the process of performing duties of the "First Secretary",including difficulties in Party building,hitting a bottleneck in Promoting village collective economy and pressure of maintaining the harmony and stability of rural society etc.Aiming at these problems,depth analysis the reasons for its formation,including the municipal organization department lacking overall planning,the "First Secretary" lacking individual ability and experience,the original sending unit do not pay attention to their work.Proposing targeted countermeasure and advice,such as improving the relevant supporting system to perform duties,strengthening job training,improving the assessment and enhancing the attention of the original sending unit etc.In order to provide reference for the newly selected "First Secretary" to enhance their ability to perform their duties,provide suggestions on improving the overall combat effectiveness of grassroots Party organizations with the "first secretary" for Party committee organization department and backward village.
