| In recent years,in order to achieve the goal of comprehensive deepening reform and promoting the modernization of the national governance system and governance capacity,government departments in various parts of our country pay more and more attention to using innovative measures such as purchasing public services from social forces to improve the efficiency and fairness of all kinds of social resource allocation and further stimulate the development vitality of various market subjects.In April 2018,the decision of the CPC Central Committee on deepening the reform of the Party and state institutions was formally deliberated and adopted,which made clear arrangements for the reform of decentralization of government,stressed the need to lower the entry threshold of the service industry,and accelerated the establishment and improvement of open,transparent,equal and standardized access system constraints.It is hoped that this will lead to an early solution to the problems of high entry threshold and mutual pre-approval in areas such as medical rehabilitation,and further expand the scope and proportion of purchasing basic public services from the community to encourage more social capital to enter the service sector and promote the provision of personalized and diversified public services to the public.Since then,local governments have been gradually promoting the introduction of market mechanisms in the field of public services,especially in the fields of medical rehabilitation,changing the supply mode of public services,and exploring beneficial ways to support various social organizations to participate in the purchase of public services,especially medical rehabilitation,and other service items by provincial and municipal governments.First of all,this paper introduces the background of the research topic,and puts forward that the number of autistic children in China is the current government's pre-school funding,education coverage and a series of security policies are still difficult to meet the actual needs of autistic children.Then it leads to the practical and theoretical significance of studying the government purchase of family rehabilitation education services for autistic children.Then,the research on family rehabilitation education of autistic children at home and abroad,the research on government purchase of public service and the related research on government purchase of family rehabilitation education service of autistic children are summarized and analyzed,and the views of different scholars are summarized to explain the research methods,innovations and deficiencies of this research.On this basis,the research focuses on the operation process of purchasing public services from social organizations by our government,obtains information through reading books,collecting literature,searching online,adopting participatory observation and semi-structured interview,and adopting the logical analysis framework of"motivation-process-result" in stakeholder theory.This paper focuses on three different stakeholders:government,social organization and the public in the process of government purchase of services.This paper makes an in-depth study on the motivation,process and effect of the current purchase of services in Hefei Economic Development Zone.Then,this paper analyzes the current situation of the government purchase family rehabilitation education service project in Hefei Economic Development Zone.This paper analyzes the possible limitations of the actual case analysis of Hefei Economic Development Zone,and puts forward some prospects for the future development of rehabilitation education for autistic children in China.On the basis of this,it is of profound significance to put forward some suggestions for the improvement of the family rehabilitation education service project of Hefei Economic Development Zone and other provinces and cities in China,especially the highly specialized autistic children. |
