As disabled children,autistic children need to receive integrated education together with ordinary children to help them return to the mainstream and integrate into society.Summing up the experience of different regions,the government plays an important role in promoting the development of integrated education,and the choice of government behavior determines the height and width of the development of integrated education.Quanzhou started to develop integrated education in 2009,and has made some achievements,but the overall level is still relatively low,at the stage of inadequate and unbalanced development.With the rapid increase of the number of autistic children in Quanzhou City,parents are calling for the implementation of effective integrated education,but the integrated education resources provided by the government can not meet the needs of this group,resulting in more and more conflicts between the two sides.In recent years,some extreme tragic events in the field of integrated education have sounded a wake-up call for us.To achieve the goal of "building a moderately prosperous society in an all-round way,there is no shortage of disabled people",as General Secretary Xi said,integrated education is also the top priority,and the government needs to make a lot of efforts.In this paper,questionnaire survey,interview and other research methods are used to investigate the current situation of integration education of autistic children in Quanzhou.Based on the questionnaire data,field visits and other research results,this paper analyzes the government behavior in the development of integrated education for autistic children in Quanzhou City.It is found that due to the backward management concept of local government,insufficient governance ability,governance structure defects,distorted performance system,government monopoly governance and other reasons,the operation of integrated education institutions is not smooth,the policy effect is not good,and the financial investment is insufficient,inadequate supervision and assessment,single governance subject and other issues.In view of these problems,it is emphasized that the government should replace management with service and provide integrated education resources based on the needs of service objects.By referring to the practice of advanced areas at home andabroad,using the new public service theory,social justice theory and constructivism theory,this paper puts forward optimization suggestions for the government's behavior of integrated education of autistic children in Quanzhou City.It is believed that the government can establish and improve the working mechanism,formulate scientific and reasonable policies,increase financial investment,strengthen supervision and assessment,and mobilize social forces to participate On the one hand,we should promote the development of integrated education for autistic children in Quanzhou,so as to achieve a win-win situation of integrated education as soon as possible.
