Research On The Improvement Of Female Leadership Decision-making Ability In Local Government From The Perspective Of "Three Circles Theory"

With the continuous enrichment and improvement of leadership theories,the gender of leaders is no longer just male in the social gender.Female leaders,with their unique flexible charm,tolerance and communication ability,gradually emerge in the leadership field.The number of female leaders in local governments is also increasing.The number of female party members' deputies to the 19 th National Congress is 551,an increase from the 445 female party members' deputies to the 18 th National Congress.The construction of the party organization also puts forward higher requirements to the decision-making ability of the grass-roots leaders.A large proportion of women in the basic-level organization leadership is to the advantage of a good listener,approachable and resolute,along with the increasing ability of the women's leadership of local government study,the decision-making needs of women's leadership system of professional knowledge as a theoretical basis for decision-making is an important ability in female leadership,but now most of women's leadership learning theory for whole domain concepts,the main research is to explore women's leadership,for the women's leadership decision-making individual study is less,a certain level of women's leadership decision-making study also rare,the whole process of decision making is also the embodiment of the women's leadership comprehensive ability,The level of decision-making ability affects the effective performance of female leaders in local government departments,so it is necessary to study the decision-making ability of female leaders.The first part of this paper analyzes the literature on female leadership,including domestic and foreign research,and then studies the basic concepts.The second part takesfemale leaders of local governments in Weinan city,Shaanxi Province as samples,investigates the number of female leaders of local governments in twelve counties and cities within the jurisdiction of Weinan City,and sorts out and analyzes their education,rank,working years and responsibilities.The third part of the "three circle theory" point of view the questionnaire result analysis,focusing on Weinan strength analysis of women's leadership decision-making power of local government,including the analysis of the factors influencing decision-making to discover problems,including the circle of intersection Angle,under different leadership types of women's leadership decision on decision conditions.women's leadership decisions are characterized by low confidence,fear of accountability and conservative thinking.The influence of the malpractice of family environment on female leadership and decision-making ability;Demanding female leaders will distance themselves from their subordinates and trust each other will be affected.The decision-making of female leaders focuses on results and ignores the improvement of their own abilities and members' abilities,etc.,and focuses on grassroots research,strategic thinking,innovative behaviors and other aspects.The fourth part puts forward Suggestions to improve the Weinan female leadership decision-making of local government,women's leadership as a group of bold reform and innovation,have ideal,do the practical work and work,make the ability,can correctly in the nowadays all kinds of emergencies,the quick,decisive decision-making,from major crisis,overcome various difficulties,in the work of local government,to serve the people better.
