Assessment Of Administrative Environment And The Impact Of Objective Performances On Public Satisfaction From The Perspective Of Government Function Transformation

Administrative environment refers to the environment formed by the processes and results of the government functions,which represents the performance and effectiveness of public sectors and their staff in completing their tasks for citizens and enterprises.In the context of comprehensively deepening reforms,it is necessary to build a modern government with stronger capabilities and better operations,and the administrative environment is exactly the embodiment of government capabilities and reform progress.The current economic development has entered a new normal,and the business environment has received widespread attention.As the main body of the business environment construction,a good business environment undoubtedly needs a good administrative environment to support it.The public is the feeler of administrative environment and the performance of government functions should satisfy the citizens.Therefore,the quality of administrative environment needs to be judged by the public,and government's spontaneous reforms need to be combined with public evaluation.To sum up,research on the administrative environment has important practical significance and theoretical value to the country,the market,and the society.First of all,this article reviews and sorts out the basic theories and recent researches related to the administrative environment,understands the different perspectives and expressions of this topic in current academic field,and perceives the global trend and Chinese practice of the government function transformation.Secondly,define the concept of administrative environment from the perspective of this transformation.Combined with the Chinese government's "decentralization,supervision and services"(Fang Guan Fu)reform which helps to transform government functions,the administrative environment covers three parts based on the reform's main content: administrative approval,administrative enforcement,and public service;it also reflects four governing philosophies from the dimension of reform's guiding principles: law government,service-oriented government,innovative government,and result-oriented government.The basic two-dimensional framework of administrative environment assessment is built.Thirdly,draw on the existing assessments,design detailed indicators,and determine the assessment results as five items: the delegating powers sub-index,the enhancing supervision sub-index,the optimizing services sub-index,the public satisfaction subindex and the administrative environment total index.Then,Zhejiang Province is chosen to be the evaluation object to collect data.The entropy method,CRITIC method,and principal component analysis method are used to weight the indicators to obtain the index calculation formulas.Fourthly,show the index scores and rankings of 100 cities,counties and districts in entire Zhejiang Province.The results of evaluation is carefully analyzed.The visualization of administrative environment's quality is completed by using ArcGIS.Finally,use the public satisfaction sub-index as the dependent variable,use three subindices composed of objective data as the independent variables,and perform regression analysis,which aims to explore the correlation between subjective evaluation and objective performance of administrative environment.The evaluation and research results show that based on the scores of the sub-indices,the overall performance of optimizing services is at the bottom,there is still a lot of room for improvement in delegating powers and enhancing supervision,and public satisfaction is generally high.Based on the geographical distribution of the total index,Hangzhou and Lishui have the best administrative environment,Wenzhou and Quzhou are relatively backward,and the administrative environments of different regions in the same prefecture-level city have some differentiations.Public satisfaction is significantly positively related to the objective performances of the government in the three aspects of "decentralization,supervision,and services",and the promotion of optimizing services is the strongest.Public satisfaction is also positively affected by government's openness,convenience,efficiency,effectiveness,and innovation,and the impact of innovation and openness is more obvious.The government should continually adhere to the construction of a service-oriented government and adhere to the innovation-driven reform.
