Study On Satisfaction And Influencing Factors Of Basic Public Services For Rural Environment

Improving the rural living environment and building a beautiful and livable village is an important task in implementing the Rural Revitalization Strategy.For a long time,as the government is the main body of the supply of basic public services in the rural environment and the main body of performance evaluation,the needs of the basic public service of the environment,the peasant household,can easily lead to the mismatch of the input resources of the basic public service.Therefore,exploring the evaluation model of environmental basic public services oriented to peasant household's satisfaction will not only help improve the performance of government public services,but also help maintain the environmental public rights of peasant household.Based on the theory of public service and the theory of customer satisfaction,this paper constructs the measurement index of rural environmental basic public service satisfaction from four dimensions of environmental basic service,environmental service,environmental security service and environmental information service.Through the empirical investigation of 300 peasant household in R County of Shandong Province,using the SPSS19.0 software to carry out descriptive statistics,variance analysis,factor analysis and regression analysis,the status and influence factors of peasant household's satisfaction with rural environment basic public service are discussed,and the corresponding countermeasures are put forward in order to advance.One step is to improve the quality of basic public services and improve the living environment in rural areas.The study found:(1)The overall satisfaction of the basic public services for the environment is relatively low.The four dimensions of satisfaction are ranked from high to low: environmental information service satisfaction > environmental service satisfaction > environmental basic service satisfaction > environmental security service satisfaction;rural environmental basic public service still exists environmental infrastructure construction.Such problems as weakness,insufficient financial support,narrow scope of public participation in the environment,uneven development of urbanand rural areas and so on.(2)Gender,age,and educational level have significant differences in rural environmental basic public service satisfaction,while political outlook,family size and family per capita income have no significant difference in rural environmental basic public service satisfaction.(3)Regression analysis shows that environmental awareness,educational level and public participation in the environment have a significant positive impact on the satisfaction of basic public services in rural areas.Therefore,in order to improve the level of basic public services for rural environment,the following public policies need to be adjusted:(1)increase the financial input and improve the public financial system.(2)enhance public awareness of environment and guide environmental participation.(3)promoting the equalization of environmental basic public services and narrowing the gap between urban and rural areas.(4)cultivate diversified supply entities and improve the basic public service system of rural environment.
