Research On Rural Mutual Support For The Aged By Welfare Pluralism

Based on the background of urbanization,young-aged people flow to city.Restricted by multiple factors such as traditional culture,economy,desire and so on,Most of the rural elderly choose to stay in the countryside,and the number of the empty nester increases with it,The most important Family Pension gradually loses its position.There are some problems in Institutional Endowment,such as few quantity,unreasonable charges,etc.,so the enthusiasm of the elderly to live in is low.Therefore,the role of the existing pension model in rural areas is insufficient.As a new type of low-cost investment and highly involved pension model,Happiness Home has get achievement and rapid expansion in rural areas.So the most important is how to mobile resources and build up Happiness Home which coordinate with existing conditions in rural areas,so that we can solve the problem faced of Rural Elder Security System.The reason why to take P Province as typical example in this thesis has both sides,on the one hand,compared with other regions,the Happiness Home in this region has the advantages of high government attention,strong income generating ability and diversified development mode;on the other hand,the region exist some problems include insufficient participation of subject and over payment of funds.Therefore,based on the Welfare Pluralism Theory,by the methods of literature survey,questionnaire investigation and interview,this thesis analyzes the problems of P Province Happiness Home,research its essential causes,and puts forward suggestions.Consists of five parts,the thesis begin with an introduction,recommending the background,significance,current situations at home and abroad,research method and innovations.Literature review is the main contents of second part,which explains what are Mutual support for the Aged,Empty Nester,Happiness Home and Welfare Pluralism: illustrating characteristics of Government,Market,Community and Social Organization.The third chapter's contents involved the status quo and problems of the management of Happiness Home in P Province from the perspectives of cultural and geographical environment,typical types and service contents,by using the methods of case study.Through analyzing,the author thinks the existing problems are lack ofstandardized management basis,unsustainable funds allocated by the government,imbalance between supply and demand of mutual aid services,low management efficiency and insufficient participation of non-profit organizations.Chapter four is a cause analysis based on Welfare Pluralism.The author draw the reason: Inadequate performance of government responsibilities,limitations in the supply of rural market,unclear positioning of community,and insufficient development of nonprofit organizations.In the last chapter,the author proposes specific advice about operation problems of Happiness Home: strengthening the leading position of the government,enhancing the market's enthusiasm,giving full play to the key role of the community subject,and improving the development level of non-profit organizations.
