With a large proportion of the population in China,the new citizens(migrated workers or floating popolation)is the main force the new urbanization.The new urbanization has entered later stage,but there is a big gap between China and developed countries.Therefore,the urban settlement intention of the new citizens is extremely important,which is the basis of the new urbanization and represents the people-oriented spirit.However,new citizens are facing obstacles in cities,such as high house prices,low incomes,limited public services and less social security.But cities attract new citizens by employment opportunities,convenient facilities,education and medical care.Therefore,this paper analyzes how cohort and regional differences,housing,economical activities and social activities,affect the settlement intention of new citizens,which also affect the methodical migration between the hometown and the city.First of all,this paper reviewed the literature and theories of settlement intention,and established theoretical model based on the age cohort theory,expected utility theory and life cycle theory.Then,this paper adopted quantitative method using Binary Logistic Regression and the CMDS Guangdong database to analyze the influencing factors of settlement intention and qualitative method to analyze typical respondents from the GURERI new citizen database by phone interview in the greater bay area core city,the greater bay area non-core city and non the greater bay area cities respectively,which will make the conclusion more reliable and scientific.The results indicate that there are complex regional and intergenerational heterogeneity in the new citizens' settlement intention,income and housing have the greatest impact on the intention,and social factors can promote mobility but not determine the settlement.The elderly new citizens are more likely to make settlement decisions based on the family,while the young generation are more affected by features of different cities and their own characteristics.The settlement decision is affected by comprehensive influences of individual factors and cities' attributes and finally depended by the expected utility brought by the city new citizens' personal characteristics and urban attributes.Finally,according to the results of qualitative and quantitative analysis,we put forward the several suggestions,including improving the housing security system to reduce the housing pressure of new citizens,improving the housing level,deepening the reform of the household registration system,promoting the equalization of social security,strengthening vocational skills training,and constantly improving the social capital and income level of newcitizens,so as to truly realize the "citizenization" of new citizens and let the new citizens to share prosperity,development and governance with cities.
