With the profound changes in China's economy and society,the construction of service-oriented government is accelerating day by day,especially since the 18 th National Congress of the Communist Party of China,there are new requirements and new regulations on the transformation of government functions and the supervision and management of cadres,so that the cadre group,as the closest contact between various functions and policies,is the first to be affected by relevant regulations and requirements,in terms of economic expectation,political future and value identification Facing greater pressure and difficulties.As the most important force of township government,young cadres play an important role in the development of township.In recent years,the state has issued policies to strengthen the construction of township cadres,aiming to form an atmosphere of attaching importance to,respecting,caring for and supporting township cadres in the whole society,so as to let more young cadres stay in the grass-roots line of the township.However,in reality,due to the lack of salary and treatment guarantee for township cadres,the high pressure of township work,the poor working environment of township and the problems of some township cadres themselves,the young cadres under 35 years old who are growing up are reluctant to stay in the township.They mainly flow out through three ways of recruitment,promotion and transfer,borrowing and secondment Villages and towns,a small number of them lost their jobs by resigning.This study takes Pingxiang City,Jiangxi Province as an example,starting with the overall situation of young cadres in towns and townships,analyzes and finds that young cadres in towns and townships mainly flow through three forms of recruitment,promotion and transfer,borrowing and secondment,and the main flow direction is the administrative units directly under the county and district in Pingxiang City,which shows the characteristics of too much and too fast flow,and then proposes that young cadres in towns and townships have moved Too fast causes the increase of investment cost of human resources,the decrease of organizational performance,the instability of cadre team,and the damage of reputation and status.Combined with a large number of materials and data obtained from the survey and interview,this paper analyzes the reasons for the rapid flow of young cadres in towns from the perspectives of society,organization,and young cadres themselves.Finally,the paper tries to put forward effective countermeasures to avoid or reduce the excessive and rapid flow of young cadres in towns,that is,to create a good external development environment,to implement and improve the treatment of cadres in towns,to effectively reduce the work pressure in towns,to expand the channels of promotion and exchange of cadres,to improve the working environment in towns,to improve the comprehensive quality of young cadres in towns,etc.,to stabilize the ranks of cadres in towns,and to reserve the strength for the development of towns Quantity.
