Study On The Effectiveness Of Education And Training System For Grassroots Cadres In Chinese Counties

The county grassroots cadres work in the front line,contact and serve the masses directly.They are the backbone of providing public services and participating in public management.Their quality,ability and level are directly affecting the quality of social public services and management level.Therefore,cultivating a group of grassroots cadres with advanced politics,strong thinking,good work style,practical work,serving the masses and loving the party and patriotism through cadre education and training which is conducive to the implementation of the party's policy,meanwhile,it also improve the quality of public management and services.Since the founding of the Communist Party of China,it has always attached great importance to the education and training of cadres.Especially since the 19 th National Party Congress,it has brought the cadre education and training work to a new height,not only issued a series of related documents,but also built a high quality and Professional cadre team.The 19 thNational Congress of the Communist Party of China stated that leading cadres must be both politically sound and capable.This is a new requirement for the education and training of cadres.In November 2018,the Central Committee of the Communist Party of China issued the "2018-2022 National Cadre Education and Training Plan",it mainly proposed that cadre education and training is a pioneering,basic,and strategic project for the construction of cadres,and is carrying out great struggles and building great projects.It has an irreplaceable important position and function in advancing great undertakings and realizing great dreams.Since 2019,the provincial,municipal and county Party have successively formulated implementation opinions and plans from top to bottom.The effectiveness of cadre education and training system directly affects the implementation of the plan,as the most basic level of cadre education and training.Along with the arrival of the new era,the party committees and governments at all levels have paid more and more attention to the education and training of cadres.In the new period,the education and training system for grassroots cadres have great developed and it will faces new opportunities andchallenges.Effectiveness as an important requirement of the education and training system for county-level grassroots cadres,it is the key factor to test the strengths and weaknesses of the training system.A good county-level grassroots cadre education and training system must have a strong practical effect,and truly apply what it has learned to promote learning and learning.Therefore,it is necessary to strengthen the effectiveness of the education and training system for grassroots cadres in China's counties.Based on the above points,and under the guidance of the my tutor,I selected 7 counties,according to the differentiation of the eastern,central and western regions and the northern and southern regions,and I will select some interviews and questionnaire survey,and selected the S city in Shandong Province to conduct a questionnaire survey.Longitudinal analysis and summarizes the basic practices of strengthening the effectiveness of the education and training system for grassroots cadres in counties,such as S City in Shandong Province,and solicits the effectiveness of grassroots cadres to the education and training system for grassroots cadres at the county level in terms of training content,training guarantee,and training effects and Evaluation,so that the current training content of the grassroots cadre education and training system in China's county level is not accurate enough,the training object is not accurate enough,and the training guarantee is not in place.At the same time,it consulted the Chinese and foreign literatures on the construction of education and training systems for grassroots cadres at the county level,summarized certain theoretical foundations,and absorbed the experience and practices of localities in improving the effectiveness of the education and training system for grassroots cadres in the county,and proposed strengthening the assessment and strengthening the system construction.We will do our best to improve the effectiveness of the education and training system for grassroots cadres in China's counties.
