Research On The Implementation Of Rural Minimum Living Security Policy Under The Perspective Of Welfare Governance

Since the establishment of China's rural minimum living security system,it has fully guaranteed the basic lives of poor farmers and played an active role in maintaining social stability in China.At the same time,in response to problems such as mis-guarantees and omissions in the early stages of implementation,the central and local governments have continued to improve the implementation of the minimum guarantee policy in terms of technical means and supervision systems.However,through field investigations,it is still found that during the implementation of the rural subsistence allowance policies,special errant groups such as old petitioners,family planning households,relocation households,and relationship-related households are often included in the subsistence allowances,and after many rigorous internal audits of the civil affairs system and supervision and inspection by discipline inspection committees at various levels,it has not been cleared.Under the background of continuous improvement of the minimum guarantee policy and its implementation methods,why haven't these types of institutional failure insurance targets been removed from the country so far? What is the welfare governance logic of the grass-roots government behind institutional failure protection?What is the path to eliminate institutional faults?This article takes Quangang District as an example,starting from the theory of welfare governance,extending the organizational dimension of welfare governance,and analyzing the causes of frequent misunderstandings and difficult changes in the implementation of rural minimum guarantee policies.The study found that there are multiple governance logics in the implementation of rural subsistence allowance policies under welfare governance,which can be summarized as the maintenance of social stability,selective implementation,upward responsibility,and discretionary governance logic in rural areas,and presents the governance logic of upward responsibility.Subordination led by other governance logics.In order to make the implementation of the rural minimum living security policy more standardized and systematic,and face conflicts in the implementation of different policies,it isnecessary to introduce corresponding compensation regulations,build a governance system for grassroots organizations,and modernize governance capabilities so as to make full use of Role of guarantee policies to achieve sustainable development in the implementation of the rural minimum living security policies.
