This paper attempts to use the qualitative research method, based on the investigation in the rural community of Gansu Province, explore the rural minimum living standard security system practice and farmers’ welfare consciousness changes the relationship between. Specifically, a first, low system before the introduction of farmers’ welfare consciousness which features? In second, the minimum system after the implementation of farmers’welfare consciousness has changed? In third, the minimum system practice and farmer social welfare consciousness change what is the relationship between? Those factors make the farmers’welfare consciousness change? Fourth, improve the social policy proposals which to have?This research is divided into five chapters, the first chapter in the background are put forward on the basis of the research of basic problems, explained the purpose of the present research and the research significance, reviews and summarizes the domestic and foreign senior scholars about the lowest life security system basic view of life, based on the classical theory and summarizes the common contribution and the inadequacy of existence; the second chapter is the study of the main concepts, theoretical tools and specific research methods; the third chapter introduces the basic situation of the case village, focuses on the analysis of the case village farmers mutual welfare consciousness and national welfare consciousness in the minimum living security system before and after the implementation of changes and content; fourth chapter has analyzed the peasant welfare consciousness the causes of changes, mainly subsistence allowances system aroused a farmer to citizen’s right consciousness, while strengthening the farmer state welfare consciousness appeal; subsistence allowances system implementation is the farmers of empowerment, promoted farmer equality rights.The fifth chapter summarizes the results of the study, and according to the results presented social policy proposals.The results are as follows:the subsistence security system promoting the welfare of the peasants consciousness changes, changes in two aspects, one is the rural mutual welfare consciousness changes, one is the national welfare consciousness change; change causes the factor of economic development, at the same time, low system aroused a farmer to citizen’s right consciousness, aggrandizement farmer national welfare consciousness appeal; subsistence allowances system implementation is the farmers of empowerment, promoted farmer equality rights.According to the above research results, the author put forward social policy suggestions, and discusses the shortcomings of the study.
