With the rapid economic and social development,the principal contradiction in our society has been transformed into the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.Tourism development is facing a new era,new situation,new requirements,the traditional tourism has been unable to meet the needs of the majority of tourists.The proposal of the whole region tourism breaks the traditional boundary of tourism,can be said to jump out of the tourism to see the tourism,the development of tourism is a new path,will strongly promote the tourism and other industries of resources integration,industrial integration,co-construction and sharing.Hui 'an county is located in quanzhou,the starting point of the "maritime silk road" and the cultural capital of east Asia,facing Taiwan across the sea.County half city green mountains and half city clear water,natural scenery,cultural attractions,folk customs unique beauty,is set in the west coast of the strait a pearl,the development of regional tourism has unique advantages.However,due to the late start,weak foundation,lagging development of the tourism industry,the potential of hui 'an county has not been fully tapped,and the local government's function in the development of the regional tourism is still insufficient.Therefore,there is still much to be done to promote the development of regional tourism in hui 'an security and build a new growth pole of economy.This paper mainly uses literature research,interview method,questionnaire method,etc,through the way of combining theory and practice of hui 'an government exercise of the functions in the global tourism development,and the existing problems of domestic global tourism development summarized the experience of refining is better region,puts forward the global tourism development of hui 'an to perfect the functions of the government's advice,including hui 'an government to play a good decision,public service,overall coordination,supervision and management of the marketing campaign,such as functions,We should constantly improve the policy system of the whole region tourism,strengthen the guarantee ofthe whole region tourism elements,enhance the integration of the tourism industry,strengthen the supervision of the whole region tourism,and enhance the influence of publicity and marketing,etc.
