Research On Policy Implementation Of Party Construction Project In Licheng District

Promoting the innovation of party building work with project management is an important path to solving problems of grassroots party building,strengthening the innovation drive of grassroots party building work,and giving full play to the overall function of grassroots party organizations while adapting the new situation of enforcing full and strict discipline over the Party.In 2015,Licheng District issued a party building project policy,with the aim of further strengthening the sense of responsibility for managing and governing the party,and comprehensively improving the scientific level of party building work in the whole district.In the past four years,as a specific management policy within the organization,the path and model of party building project policy implementation have both the operational logic of policy implementation and the political nature of party building policy.This paper takes the Smith process model as the analysis framework,with the degree of policy rationality,power structure,target group structure and the degree of execution pressure as explanatory variables,and the degree of detail and the realistic performance of the results during the implementation process of the party building project policy as the explained variables,putting forward 8 research hypotheses and building an index system consisting of 16 variables at the same time.According to the data of 102 party building projects of organizations directly under the district committee in 2015-2018 and the materials of interview and survey,this paper uses the factor analysis method to verify the rationality of indicator classification and the feasibility of measurement.The multiple linear regression analysis is used to analyze the relation between the four influencing factors,the policy implementation process and the implementation effect.The study finds that the degree of detail during the current implementation process of party building project policies is fairly good and certain results have been achieved overall,but it needs to be strengthened in project promotion.The research results show that the scientific and rational top-level design is conducive to planning clear and feasible operation trajectory for policyimplementation.The reasonable degree of policy affects the process of policy implementation and its effect.Under the influence of pressure system and promotion tournament,the pursuit of promotion incentive is the endogenous dynamic of policy implementation.Therefore,the power structure only has an impact on the policy effect;compared with the policy outcomes,strengthening the administrative control of the policy implementation process can better reflect the authority of the superior,so the degree of implementation pressure only has an conspicuous impact on the process of policy implementation;under the target assessment system,the target group of the policy is not the subject of assessment,and they have no power of appointment and removal.Their policy perceptions and preferences are not considered by policy makers and implementers.Therefore,the target group structure has no effect on the process or the results of policy implementation.On the basis of the above empirical analysis,this paper puts forward suggestions for optimizing the deepening of party building project policy in combination with the actual situation: improving the rationality of the policy by strengthening policy research and improving the policy content;letting the executive body play a positive role in policy implementation by strengthening the promotion and transmitting the pressure of responsibility;enhancing policy propaganda and communication coordination and improving the impact of the target groups on policy implementation;optimizing the role of the environment in policy implementation by establishing a strict monitoring network and strengthening the use of pressure results.
