Research On The Implementation Of Party Building Policy In Social Organizations In Guangxi Based On Smith Model

The Party building work of social organizations is a systematic arrangement with Chinese characteristics that strengthens the Party’s leadership over social organizations,promotes their better role in the modernization process of the national governance system and governance capabilities.The report of the 19 th National Congress of the Communist Party of China and the newly revised Party Constitution both clearly point out the need to strengthen the party building work of social organizations.The requirements for party building work in social organizations are ultimately reflected in the policies of local party committees and governments towards party building in social organizations.After years of implementation and practice,the party building policies of social organizations in Guangxi have achieved certain results,but overall,progress is still slow,facing many problems and challenges.Therefore,it is necessary to conduct research on the implementation of the party building policies of social organizations in Guangxi.This article adopts literature analysis and interview methods,selecting the Smith policy execution process model as the analytical framework,and conducts a deep exploration of the current situation of party building policy implementation in Guangxi social organizations from four dimensions: policy formulation,execution agencies,target groups,and execution environment.Research has found that in the process of implementing party building policies in social organizations in Guangxi,there are still problems such as lagging behind the development of social organizations,multi-party management of party building work,passive participation in policy implementation,and a lack of supporting institutional systems.The main reasons for the above problems are the cumbersome policy formulation process,unclear institutional management rights and responsibilities,conflicts of core interest demands,and obstacles to institutional supply,In order to more effectively promote the implementation of party building policies for social organizations in Guangxi,it is necessary to make policy formulation scientific and democratic;To optimize the party building management system of social organizations and improve the quality of party building execution personnel;To effectively meet the core interests of the target group,enhance communication between relevant departments and social organizations,and strengthen the promotion of party building policies in social organizations;We need to improve laws and regulations on party building in social organizations,improve the supervision system for the implementation of party building policies,and build a participatory party building cultural environment.
