Participatory Governance In "Village In City"

Since the founding of the People's Republic of China in 70 years ago,China has been experienced the largest and fastest urbanization in the history of the world.In the process of rapid urbanization,economically developed areas rapidly expand their geographical area to the surrounding areas due to the needs of urban development,gradually bringing the rural areas located at the edge of cities into the urban scope,thus resulting in the "village in city" studied by us.The formation and evolution of "village in city" are accompanied by a large number of economic and social problems,which not only affect the city image,but also hinder the improvement of the quality of urbanization development.Governance of "village in city" is related to the stability of the community,the realization of urban-rural integration and the further orderly advancement of national urbanization,so it has a strong political demand and social foundation.At present,the Chinese government attaches great importance and promotes the construction of urban and rural communities,providing policy support and national strategies for the residents of "village in city" communities to participate in the management of community affairs and promote the construction of democracy at the community level.This paper use the concept of participatory governance combined with the present situation and problems of the "village in city",and community governance in the longmei village in Panyu District of Guangzhou as a case study.Study the case by investigation and interview.The longmei village in-depth discussion on the approaches to realize the effective governance of the community,and then sums up the countermeasures of "village in city" community participatory governance and to explore the direction of "village in city" community governance innovation.There are many problems in "village in city" community governance because of the complexity and dynamics.The innovation of "village in city" community governance is crucial to its development,and it also creates space for the application of participatory governance.The diversity of community management objects and the complexity of governance environment of "village in city" in essence require the cooperation of governance subjects of "village in city".As the further deepening of China's political system,transformation of government function,civil rights,and growing number and variety of the non-governmental organizations,are promoting sustainable development of the civil society in different levels in China,that have made participatory governance as an important and innovative path on social management,which realize that effective governance of "village in city" community plays an important role and effectiveness.
