Along with the deepening of reform and opening up,China has made remarkable progress in politics,economy and culture,and the process of urbanization in China has also accelerated markedly.The “village change” community was formed by the Chinese government in the process of realizing urbanization and modernization.The development of “village change” community governance not only affects the development of China's comprehensive urbanization,but also directly affects the construction of China's community governance system and affects the development of grassroots democratic autonomy in China.Since the 18 th National Congress of the Communist Party of China proposed to speed up the establishment of a social management system led by the party committee,the government to take responsibility,the social and public participation,and the rule of law protection,the whole country began to use the community as a breakthrough to carry out community reform and innovative community governance.The participation of residents in community governance is the essence of community governance.It is also an important indicator to measure community autonomy and improve grassroots democracy.Resident participation can not only improve the quality of community governance,but also have an important impact on the formation of multi-subject governance structure.Therefore,in order to realize the development of urbanization,we cannot ignore the existence of a new type of community in the “village change” community in the suburbs;in order to promote grassroots democracy and achieve the goal of “good governance,” we cannot ignore the participation of residents in community governance.This paper takes residents' participation in community governance as a research question,and conducts in-depth research on the X community in Deyang City.The purpose is to understand the actual situation of community residents' participation in community governance in the suburbs of “village change” through field research,and try to answer the current question.What is the predicament of the participatory governance of the “village change” community in the suburbs? What is the cause of the dilemma? And how to improve the path of participatory governance of residents in the suburbs?Based on the above reasons,this paper uses the theory of governance,participatory democracy and civil society theory as the theoretical basis,using questionnaires,interviews and literature analysis methods to analyze the "villagechange" on the theoretical level.The concept and characteristics of community,participatory governance and civic participation,as well as the realistic conditions of participatory governance of residents;on the practical level,the X community in Deyang City was taken as an example to conduct field research,and through the investigation,the village was relocated.Participatory governance of community residents has achieved remarkable results in terms of participation content,participation channels,participation motivation and participation effects,but there are also residents' own quality restrictions,organizational dilemmas,institutional dilemmas and cultural predicaments.The weak analysis,the bureaucratic thinking of the community's grassroots managers,the slow development of community autonomy,the imperfect mechanisms of residents' participation in community governance,and the imperfections of relevant laws and regulations were analyzed.Finally,it is proposed to improve the residents' consciousness,the change of government community governance concept,the cultivation of community self-governing organizations,the improvement of supporting mechanisms and the improvement of laws and regulations,so as to improve the participatory governance of residents in the suburbs.The effectiveness of building a sound community governance system.
