The Research On Grid Management Of Z Community In Zhaoqing

The practice of grid management is earlier than theory in China.In 2004,Dongcheng District of Beijing took the lead in implementing grid management,and achieved some success.It gradually extended its experience to large and medium-sized cities,especially in the Decision of the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China on Deepening Reform,which first mentioned grid management in2013.Later,China set off a practice upsurge of grid management.Zhaoqing in Guangdong Province is a relatively slow-growing city in the Pearl River Delta region,while Z community is a typical old community in the main urban area of Zhaoqing.Since 2013,in accordance with the new requirements of social management put forward by Duanzhou District government of Zhaoqing,Z community has actively carried out the pilot work of grid management as a demonstration site,and mobilized residents' enthusiasm to participate in grid management through the implementation of incentive mechanisms such as "grid collection and praise".Efforts to explore and build a comprehensive coverage,clear responsibilities,information sharing,smooth channels,coordination and linkage,fine service grid management system have achieved remarkable results.The development of grid management not only provides a quick and convenient channel for residents in the jurisdiction area to solve disputes,contradictions and problems in time,but also reduces the incidence of unsafe incidents by changing passive management into active management mode,which effectively improves the happiness index and safety index of community residents.This paper takes Z community grid management in Zhaoqing as an example,combs and evaluates the related research of grid management at home and abroad,builds the theoretical basis of this analysis based on Taylor's Scientific Management Theory and Polycentric Governance Theory finds out the existing problems of Z community grid management by field research and in-depth interviews,which are embodied in the following four aspects: the comprehensive level of serving residents is still to be strengthened,data resources of information management platform can't be shared,departments haven't a strong sense of responsibility to each other,inadequate initiative of community residents.Then,according tothe experience of foreign patterns-American community autonomy model,Singaporean government-led model,Japanese mixed governance model and domestic patternsTen-Thousand Meter Unit Network Model in Dongcheng District of Beijing,Party Building into Qualification Model in Changning District of Shanghai,Group Service Model in Zhoushan of Zhejiang Province,People Oriented-Grid Management,Information Support and Whole-process Service Model in Yichang of Hubei Province,makes suggestions on grid management of Z community.
