Research On Modern "Road Adminstrator System" In The New Era Of Urban Governance

The "Road Administrator System" is an innovative road management system for the modernization of urban governance and the fine management of cities.According to the principle of "division of labor and responsibility,territorial management,combination of strips and blocks,scientific management ",the urban management system and operation mechanism are optimized.The aim is to eliminate the "dirty,messy,poor,dirty" phenomenon of the city appearance in the district,and strive to create a "safe,neat,orderly,civilized" urban environment.Its core is to build a clear responsibility,coordinated and orderly,strict supervision,standardized long-term road management mechanism.From the perspective of governance theory and public service theory,this paper mainly uses case study method to investigate and analyze the background of the implementation of "Road Administrator System" in Zhengzhou,as well as the present situation,existing problems,causes and measures of reform and innovation.The research shows that the "Road Administrator System" in Zhengzhou has played a positive role in urban governance and produced good results in the process of practical operation,such as multiple participation in urban fine management,the introduction of third-party inspection and assessment mechanism for effective supervision,and the establishment of a multi-agent consultation mechanism platform to achieve the purpose of co-construction and co-governance and sharing.But through practice,it is found that there are also some problems in the operation of "Road Administrator System",mainly including one is too dependent on administrative authority,the law enforcement is insufficient;the other is the deviation of government governance concept,there are misunderstandings;third,the multiple participation channels are narrow,and the degree of participation is limited.The reason for these problems is that,First,the construction of the legal system lags behind,the long-term guarantee is missing;second,the traditional concept is bound,the service concept is lacking;third,the social foundation is weak,and the multiple participation is insufficient.Based on the above problems and cause analysis,this study puts forward the corresponding suggestions and countermeasures from the three angles of "rule by law "," rule by virtue" and "co-governance",and finally achieves the standardization and normalization of urban fine governance.
