Investigation Of Information Literacy And The Path Of Improvement Of Leading Cadres In The Townships Of Butu County

With the continuous development of the information society,it has become a trend to improve the information literacy of the township leading cadres.How to cultivate and improve information literacy,there have been some preliminary discussions in the academic circles,but the research on the information literacy of leading cadres,especially for the leading cadres in townships and townships in minority areas,is still basically in a blank state.This paper takes the leading cadres of the townships in Butu County,Liangshan Autonomous Prefecture,as the research object,and studies them from the four dimensions of information literacy,information consciousness,information knowledge,information ability and information ethics.Trying to clarify the basic status quo and influencing factors of information literacy of leading cadres in townships in ethnic areas,and to find out the existing problems,and on this basis,put forward a strategy to improve the information literacy of the leading cadres in townships to meet the needs of social governance in ethnic areas.The specific research content is as follows:First of all,the systematic combing,in-depth analysis of the research results on information literacy at home and abroad,the relevant theories are introduced,the relevant concepts are defined.Secondly,the research framework,technical route and research ideas are designed,the survey scheme and questionnaire are formulated,and the reliability and effectiveness of the questionnaire are verified.Subsequently,the use of questionnaires,field interviews,observations and other forms,the 30 townships in Butu County,190 township leaders to investigate,and the use of SPSS,EXCEL and other statistical analysis software to analyze the survey data.The analysis shows that the main problems existing in the information literacy of the leading cadres in the townships are: the sensitivity of information and the judgment of value are weak,the information consciousness needs to be improved,the learning and training of information service is insufficient,the information knowledge is relatively weak,the information resource tool is limited,the information ability is not strong,the information security and protection consciousness is lacking,The level of information ethics needs to be improved.Finally,this paper analyzes the causes of the above problems in depth,and combined with the needs of the modernization of the grass-roots governance system and governance capacity in Butu County,put forward concrete measures to improve the information literacy of the leading cadres in the townships: improve the working environment and conditions,cultivate the initiative to obtain and utilize information;Strengthen the study of information knowledge,strengthen information system construction and information sharing,improve information processing and information evaluation ability,strengthen legal awareness to regulate information behavior,improve information ethics and moral cultivation.
