A Study On The Selecting And Appointing Of The Leading Cadres In Townships

The most important thing of governing a country is how to selecting and appointing of the leading cadres. The state machine cannot work well without a good team of the party and government leading cadres. As the same, an outstanding team of the leading cadres is also a significant factor of the stability and development of villages and towns. In our country, the township government is the lowest level regime organizational form, township leading cadres are the direct leader of the township regime, who contact with the masses most closely. Therefore, select and appoint outstanding cadres through democratic means is an important work to safeguard the interests of the masses. And the key is to establish a democratic, scientific selection mechanism.Since the founding of new China, our party and the country attached great importance to the construction of the team of township leading cadres, and has made remarkable achievements. However, there are also some shortcomings. These problems hindered the selection of excellent people.This paper aims at how to solve these problems. By reviewing the development process of the system for selecting and appointing cadres of township, analysis of the problems and find out the obstacle factors, this paper brings up ideas and countermeasures to construction and improve the democratic mechanism of selection and appointment of leading cadres of villages and towns.
