Performance appraisal is a hot issue in the field of human resource management. And the performance appraisal of party and government leading cadres is a particular difficult problem in our country. At present, the research mainly concentrated in the county-level and above, but to the section-level, the study is relatively scarce. The section-level leading cadres not only are in the lowest level in the leadership rank, but also are the most important and basic group in the rural area, because of the tasks they taking on, and the closely linking with the masses. The quality of the section-level leading cadres is directly in relation to the implementation of the Party’s policies and guidelines, the stability of grassroots regime, the Party’s image and so on. It is very important and necessary to establish a performance appraisal system which is suit for Chaoyang county. By this system, they can appraise the performance of leading cadres accurately, thus, for promoting various undertakings, such as politics, economy, culture and social development.This paper mainly studies four aspects. First, analyzes the research situation on performance appraisal at home and abroad, and learn about the basic concepts and research status of leading cadres. Second, research on the present situation of performance appraisal in Chaoyang county township, and analysis the cause of the problems. Third, put forward the improvement program of performance appraisal for section-level leading cadres in Chaoyang county township. Fourth, put forward countermeasures and suggestions for this work. This paper mainly uses the methods of theoretical study, case analysis, and in-depth interview. On the design of the appraisal index system, adopted the methods of combining the qualitative analysis and quantitative analysis. The appraisal content includes job responsibilities, democratic appraisal, opinion poll, limited plus, etc, which reflect the thought of the comprehensive evaluation, and at the same time, fully retained characteristics of Chaoyang County. The appraisal is implemented by leading cadres and deputy leader of leading cadres respectively, which embodies the classification evaluation thoughts.This paper deeply analyzes the problems and reasons exited in the performance appraisal of Chaoyang county, which also exited in the similar areas. The case not only exited in Chaoyang district, but also can be used for reference in other areas. The methods of the classification evaluation and comprehensive evaluation may provide a new perspective for these aspect research fellows.
