Research On Public Space Production And Community Integration In Ex-situ Poverty Alleviation And Relocatio

Ex-situ poverty alleviation and relocation is to move people living in Uninhabitable areas to market towns or newly built centralized resettlement communities,so as to solve the problem that "one side of water and soil cannot support one side of people".It is also a systematic project of social relocation,social transformation,and social integration that is deeply integrated with new-type urbanization and rural revitalization.In 2020,the task of “moving out” nationwide has been completed.The construction of a large number of resettlement communities and the production of supporting public space are the focus of the current follow-up work of poverty alleviation and relocation.Community public space is a multi-functional field with both social,political,and economic characteristics.It provides a field for the public life,social interaction,and identity construction of immigrants,and plays an important role in the stability and development of the resettlement community.The ex situ poverty alleviation community has achieved institutional integration through the government's poverty alleviation policy and spatial planning.The “concentration” in the sense of physical space has been achieved,but it does not mean the “integration” of social interaction and psychological culture of residents.In the post-relocation era,how to rebuild the new order of community public life as soon as possible needs to promote the coupling of community public space functions with residents' public life,social relations,and community memory,and enable residents to identify and adapt to this space lifestyle.It is of great significance to explore the characteristics and mechanisms of public space production in ex-situ poverty alleviation and relocation communities,and to propose corresponding community public space production and optimization strategies based on community integration goals.The study takes the public space of ex-situ poverty alleviation and relocation communities in rural areas as the inspection object,and selects a resettlement community L in western Yunnan region where Han and Lisu residents were concentrated.Use participatory observation,semi-structured interviews,and literature review methods to find "facts" for the production of public space in the resettlement community.Using western space production theory as a tool to carry out the main analysis of community public space.First,it analyzes the mechanism and content of public space production in immigrant communities from the three dimensions of representations of public space,public space practice,public space of representations.Second,based on restoring immigrants' satisfaction with community public space production,combining the three-dimensional attributes of space,The physical,social,and spiritual attributes of the resettlement community's public space are analyzed,and the development dilemma,management problems,and weakening of community public space production are summarized.It is believed that these issues represent a true public lifestyle and value orientation of the current migrants.On this basis,the introduction of social integration theory for countermeasure analysis,through a deep description of the public life of the immigrant community at the actor level,to examine how the public space of the community at this stage affects the social integration of the resettlement community,and in the process of integration Why does the production of community public space have an integration effect? Finally,it proposes the production strategy of the ideal public space in the L community-rebuilding the public living space to reshape the social connection and promote the integration of the immigrant community.Based on the production practice and reflection of the existing public space in the L community,it was found that:(1)In the initial stage of resettlement,ex-situ poverty alleviation and relocation communities has experienced the integration process of the national institutional integration stage and the grass-roots government promoting the growth of endogenous forces in the resettlement communities.At present,there are some new changes in the integration of resettlement communities.(2)The integration of public space production in the L community under the government's planning is limited in the integration of ex-situ poverty alleviation and relocation communities,and the integration in the overall sense of the community has not appeared.(3)The interrelationship and interaction between the physical public living space as the production fact of public space and the social communication space and psychological and cultural space as the production relationship of public space have gradually deepened the impact on the integration of ex-situ poverty alleviation and relocation communities.The public space of material life provides basic public services,improves the quality of residents' public life,and is conducive to functional integration;community organizations and their collective actions in social interaction spaces have a positive integration effect on social relations of immigrants,and the rise of online public spaces has injected more vitality into the community;the ritual activities and cultural behaviors in the psychological and cultural public space can enhance the community identity of members in the village,which is conducive to the realization of community identity integration.(4)Based on the goal of community integration,immigrant communities can promote the transformation of public spaces in resettlement communities from basic living spaces to "people-oriented" through the creation of beautiful public life,the cultivation of community organizations with rural unity,and the reproduction of traditional local cultural life circles.The ideal public living space is a feasible path for ex-situ poverty alleviation and relocation communities to achieve "sustainable" integration,and only then can the spatial justice in the idea of precise poverty alleviation be demonstrated.This article considers that the "community public space production process" corresponds to the "community integration process".From the perspective of the production of community public space,the issue of community integration of the ex situ poverty alleviation and relocation project is a rare but worthwhile research path in the study of rural social change.In addition,the construction of L community is faced with the "integration and reorganization" of multiethnic groups.The study of the construction of resettlement community for ethnic minorities in the frontiers,especially through exploring the culture of ethnic characteristics and taking full advantage of the conditions to create an ideal community public space,it has important practical value and policy reference significance for the integration and development of multi-ethnic communities.
