Research On The Transformation Of Township Government Functions Under The Background Of New Urbanization

The importance of "three rural issues" is not strict.The party and the government have always attached great importance to the issues.Under the new situation,to solve the inherent contradictions and difficult problems of agriculture,rural areas and farmers,as the grass-roots unit that can contact the ordinary people in a short distance and high frequency,the township government has a very important role.With the continuous renewal of the process of new urbanization,it puts forward new requirements for the transformation of township government functions with the times.Whether its functions can be changed in a healthy direction plays a positive role in the orderly and high-speed development of towns.In view of this,this paper uses the new public service theory,governance theory and new urbanization related concepts,using the literature analysis method,empirical research method and case analysis method,taking J town of Jinhua City as the research object,taking the report of the 18 th CPC National Congress and the decision of the CPC Central Committee on several major issues of comprehensively deepening the reform(hereinafter referred to as the "decision")and the 12 th Based on the government work report made by Premier Li Keqiang at the second session of the National People's Congress and the national new urbanization plan(2014-2020),this paper introduces the transformation contents of the township government's establishment of service-oriented government performance concept,gradual formation of rationalized functional structure and standardized functional relationship under the background of new urbanization,and introduces the township government The government's initial results in the process of new urbanization,of course,there are also some problems in the actual work of coordinating urban and rural development and Rural Revitalization Strategy.Through the analysis of these problems,this paper puts forward some policy suggestions,such as strengthening the concept guidance,optimizing the functional structure,straightening out the relationship between power and responsibility,and adhering to scientific evaluation,so as to provide theoreticalsupport and experience reference for the transformation and innovation of the township government,and better meet the people's needs for a better life under the background of the new era.
