A Research On The Township Government Function Transformation During The Process Of Urbanization

We can not deny that urbanization plays an important role in the process of development in each countries and regions. China is a typical country whose urbanization promoted by the government, and the government takes a great responsibility in the process of urbanization. The township government is the most grass-roots administrative organ in Chinese administration system, it directly faces the grassroots, directly faces the broad masses at the grassroots and associates with superior government and the broad masses at the grassroots level. So, the role of township government will be concerned.Shanghai as an international metropolis, is currently facing land, population, employment, industry, energy and a series of bottleneck problems. The problems reflected in the township and also in breach of the township. The township government nearby urban area has a more difficult and important responsibility. This article attempts to study on the township government function transformation and introduce the case of Shanghai city of Pudong New Area Tang Town People’s government, to get a comprehensive analysis of Tang Town People’s government present situation and the existence question. And then find a reasonable way to meet the township government difficulties and problems.This paper is divided into six parts. The introduction part introduces the research background, significance, status, related literature and a brief description of the method. The first chapter introduced some basic concept and several support theory. The second chapter elaborated the function of township government’s theoretical orientation, and the inevitability and the transformation principle under the urbanization background. The third chapter, example the Tang town People’s government in Pudong New Area, analyzes the performance of their functions problems and reasons. The fourth chapter, points out the metropolis of township government function transformation in the direction of its construction way. The conclusion part, is the full text of a summary, put forward the main conclusions and the limitations of the present research.
