Early Warning Of Environmental Group Events From The Perspective Of Public Crisis

After 40 years of reform and development,China's total economic output has leapt to the second place in the world.In the process of economic transformation,industrial pollution and environmental problems emerge in endlessly,and the ecological environment is constantly destroyed.The mass incidents caused by environmental problems show a rapid upward trend,seriously affecting China's sustainable development path and endangering social stability.Environmental mass incidents are mainly caused by traffic jams,blocking government organs,influencing social security,causing casualties and economic losses when social groups express their urgent needs through petitions and assemblies in order to safeguard their legitimate environmental rights and interests without reasonable appeals.The main body of environmental mass incidents is composed of local governments and enterprises.Residents are the disadvantaged groups.In the process of interest game,local governments sacrifice the environment in pursuit of economic development.Enterprises rely on government forces to sacrifice the environment for benefits.However,local residents can not get fair interest demands.China's rapid economic development has resulted in a large gap between the rich and the poor,unbalanced development between the East and the west,and intensified social contradictions.With the improvement of people's awareness of environmental protection,coupled with the invasion of Western civil rights movement,environmental contradictions have become increasingly prominent.From the perspective of public crisis and from the perspective of local government,this paper uses literature analysis,case analysis and comparative analysis to study the early warning of environmental pollution mass incidents,and selects the typical PX incidents in recent years as cases to analyze and discover the early warning problems of environmental mass incidents,from the construction of early warning system,early warning monitoring system and early warning information collection.Consider and put forward constructive measures and suggestions on collection,issuance and application of early warning information,early warning logistic support,etc.In the early warning analysis and processing system,the application of the data model established by AHP is introduced,and the advantages and disadvantages of the model are analyzed.It provides a reference for the early warning model of environmental pollution mass incidents,breaks the unpredictability of early warning of environmental mass incidents,and gives priority to early warning by local governments.New methods and new ideas are used to provide local governments with.The scientific way of early warning of environmental mass incidents is put forward.
