A Study On The Early-warning Model Of Environmental Mass Incidents

More than thirty years of reform and opening to the outside world, along with China’ssustained economic development and rapid is the tremendous cost of resources and environment. The problem of environmental pollution in recent years focused on the outbreak of the right to life, health is the right of the public to prouce an unprecedentedthreat and damage, is bound to lead to strong dissatisfaction with society. This year, more and more group events caused by environmental problems, once there is a sizeable groupevents, not only the image of local government and even damage the country’s international image, the harmonious and stable domestic society will be affected.Therefore, the establishment of a sound environmental group events prevention model, found that environmental events group maybe released from the hazard source, the crisis will be nipped in the bud stage, to achieve environmental group events preventioneffectively, so as to lay the foundation for the development of society and economy orderly and rapid, it has been gradually as an important aspect of the government concerns.In this paper, I first study the present situation, on the basis of previous research, and to understand the need to use or related to the theory expounded and combs the basic, but also on the field of study is defined, and then analyzes the present situation of the environmental group events early warning model and not enough, then the proposed early warning model is studied in this paper the. After the analysis of the whole building, for theinvolved sub model respectively was analyzed in detailed and, specifically including,construct and identify the information source monitoring sub model in the monitoring index system; selection and flow analysis of fuzzy analysis method used in the identification ofsub model; judgment and output sub model in the standard setting and the thresholddesign. Finally, the use of the early warning model construction, for an environmental group events conducted an empirical simulation analysis, to determine the feasibility of model use.This article conducts the research to the environmental group events early warning model,the purpose is to effectively prevent environmental incidents, group incidents broke out before correction and effective governance on the evoked facors corresponding, greatly reduce the similar group events caused by the loss, effective-ly improve the credibility of the government. Therefore, to establish and perfect the system of environmental group events early warning model, the environmental group incidents nipped in the bud stage, have very important significance.
