The Afghanistan is one of the most turbulent regions in the world and is also focused by great powers.As a close neighbor of Afghanistan,Russia has been concerned about and intervened in the situation in Afghanistan for a long time.Afghanistan has a great strategic value on Russia,for Russia also needs Afghanistan to act as a buffer zone for the stability of its southern region and the Central Asia.Since the middle of the 19 th century,in the constant exploration and practice,Russia has gradually formed a set of policy guidelines on the security issues of Afghanistan with distinctive Russian characteristics.After the Afghan war during 1979 to 1989,the Soviet Union disappeared,Russia still did not give up its concern and intervention in Afghanistan.After Putin was elected as the president of Russia,the "9.11" incident broke out and Russia quickly backed to Afghanistan.In the beginning of 21 st century,Russia's Afghan security policy has made significant adjustments.It adheres to the principle of “limited intervention” on the basis of the interests of Russia.Thus,it does not aim at controlling the political situation in Afghanistan.What Russia truly wants is: first,friendly relations with Afghanistan;second,"relative stability" in Afghanistan;third,preventing foreign terrorists from entering Afghanistan.When formulating its Afghan security policy,Russia has both passive responses to changes in the geopolitical environment,selective inheritance of historical and cultural origins,and reversible policy changes based on actual needs.Russia insists on "solving problems by the Afghans themselves." Russia's Afghan security policy at the beginning of the21 st century has also been given a strong geopolitical significance because of the long-term conflict with NATO,however,"avoiding another war in Afghanistan" is the current real idea of Russia's security issue in Afghanistan.Compared with the 20 th century,Russia's involvement in Afghans' internal affairs is relatively low.
