Employment,for women,is not only a basic way to participate in social activities but also a basic right for personal development.Meanwhile,it is still the practical need for China's economic construction.However,in China's labor market,the group of women face some employment risks,such as exclusion,low income and low stability due to their physiological characteristics,social gender role and professional quality.Although China has established a series of women's employment security system,there are still some issues,such as gender-blind spots of legal safeguard,design flaws of security policies,and cultural environments which is contrary to women's equal employment.Therefore,how to perfect and optimize the policy of women's employment security has become a thorny problem facing the Chinese government.This study takes the policy of women employment security since the founding of China as the research object,with the help of bibliometrics to outline the external attribute characteristics of number of papers,text carrier,main body of the text and topic of the text of women employment security policies.And then,based on the perspective of policy tools,this study adopts the content analysis to construct a “target-tool” two-dimensional analysis framework,so as to describe the selection structure and preferences of women employment security policy tools in China.The study found that the policies of women employment security have the external attributes characteristics like the evolution of the number of documents issued in stages and the selection of tools characteristics like the single selection of policy tools for the labor equality dimension.Thus,the four suggestions to optimize the policies of women employment security are as follow: the first is to clarify the policy subject responsibility of women 's employment security and to exert the synergy of policy cooperation network;the second is to enrich the selection of tools for the goal of labor equality and promote gender mainstreaming;the third is to narrow the difference between the tools of the balance between the professional and the home,and enhance the coherence of the content of the policy text;the fourth is to make good use of the tool combination of the sustainable development goal dimension of employment to stimulate women's independent employment concept.In addition,there are some innovations.First,from perspective of policy tools,this article systematically summarizes the connotation and value of women's employment security,and to study the optimized path of women's employment security policy,which has certain innovation.Second,combining the research fields of Public Management,Demography and Sociology,this article tries to perfect China's women's employment security system from the perspective of gender,social security and public governance,which are more holistic.
