In 2014,the central government proposed for the first time the establishment of a system of prosecutors and legal officials in China.By 2016,the reform of the system of prosecutors' quotas has basically been fully implemented in local procuratorates.The purpose of the reform of the prosecutor's quota system is to hope that through the reform of the prosecutor's quota system,more outstanding prosecutors can be concentrated on the front line of handling cases,ensuring that prosecutors independently exercise their prosecutorial power,thereby making the prosecutor team more professional.This article uses an empirical analysis method to conduct a field survey of the People's Procuratorate of D City,Jilin Province,to find out the problems existing in the reform and try to propose solutions,hoping to contribute to the reform of the procuratorate quota system.From the current analysis of the operation of the procuratorial official quota system across the country,we can find that the reform of the procuratorial official quota system has achieved initial results.However,the creation of procuratorate posts is a new thing,and some new problems will inevitably arise,which need to be resolved in the future reform process.This article takes the reform of the People's Procuratorate of City D in Jilin Province as a sample,and through the investigation of City D,it explains the operation of the reform of the system of prosecutors in City D,focusing on the basic situation of posts,the performance evaluation mechanism,the exit mechanism,The status quo of the four aspects of the occupational security mechanism,such as the unreasonable post ratio,unscientific performance appraisal mechanism,difficult implementation of the withdrawal mechanism,and incomplete occupational security mechanism,were found in the reform of the city procuratorate.Aiming at the aforementioned problems,a solution is proposed.First,set up a scientific post ratio.Second,improve the performance appraisal system of the procuratorate quota system,such as setting performance appraisal indicators,appropriately introducing external participation in appraisal,and strengthening the use of appraisal results.Third,improve the withdrawal mechanism of post prosecutors,such as improving relevant legal norms and improving the procedures for the withdrawal mechanism.Fourth,improve the job security mechanism of post prosecutors,such as improving power security,economic security and related professional training security.
