A Study On The Examination System Of Prosecutors

For a long time,the appraisal system of civil service has been applied mechanically to the appraisal of public prosecutors.Because of a number of reasons,such as the ambiguous orientation,non-specific content,neglect of judicial characteristics and lack of security,the appraisal of public prosecutors become mostly a mere formality and cannot reach the expected aim of appraisal.On the contrary,it will affect the prosecutors’ work enthusiasm and initiative and ultimately influence the quality and effect of cases.As a result,it is difficult for the appraisal to play its real role effectively.Therefore,establishing an appraisal of prosecutors which conforms to the laws of procuratorial work based on the cognition of the procuratorial power and combined with the prosecutors classified management theory and post system reform requirements is not only an important theoretical supplement to the performance appraisal of the civil service,but also an urgent realistic issue for the procuratorial organs at present.According to the theory of modern human resource management,This research analyses the status quo of prosecutors appraisal in our country through the interview of the amount of the prosecutors and investigation on the procuratorate of S city,and thinks about the existing problems and causes and finally demonstrates the necessity to improve the existing appraisal system of prosecutors.By means of appraisal,the thesis aims at establishing explicit work requirements and codes of conduct for prosecutors and guide them to exercise their official powers actively in the expected way.The use of process control ideas in the appraisal can make the prosecutors realize their own deficiencies and reflect on the improved method,so as to promote the professional level of the prosecutors,implement the professional management and ensure standardized and efficient operation of procuratorial power.On the basis of study on foreign appraisal of prosecutors and appraisal management system of our country,this thesis preliminarily constructs the evaluation system of the amount of prosecutors after system reform in the aspects of appraisal target,appraisal subject and object,appraisal content and index,appraisal methods and procedures,follow-up management of the appraisal results and strives to achieve the purpose of improving the quality of prosecutors and encouraging the prosecutor to work hard,so as to promote the scientific development of the procuratorial work..
