The civil servant incentive system is the indispensable management of government civil servant work.Scientific and complete incentive system can effectively mobilize the enthusiasm and initiative of grassroots staff and enhance the administrative efficiency.The practice has proved that the rationality and effectiveness of incentive system has a direct impact on the work performance and enthusiasm of tax workers,also relevant to the operation and role of the tax authorities.Therefore,it is of great significance to study the incentive system of grassroots tax personnel to build an efficient tax team.Taking Y county tax bureau of Shaanxi province as an example,this essay investigated and researched the current situation of the civil servant incentive system,analyzed the existing problems and put forward the solution countermeasures through literature,questionnaire survey,interviews,and other forms of analysis.Then the paper introduces Y civil servants incentive system of the overall situation,and points out the problems: unfair distribution of remuneration benefits,the weak implementation of reward and punishment system,and the poor promotion channel.Aiming at these problems,put forward six suggestions: First,reform the salary management system;Second,optimize the performance management method;Third,we will improve the supervision mechanism and standardize the evaluation procedures.Fourth,improve the promotion exchange system;Fifth,employees' sense of belonging is emphasized;Sixth,pay attention to give play to the effect of rewards and punishments,so that the incentive effect is more obvious.It is hoped that the study of this paper will be beneficial to the improvement of the tax authority incentive system and the further research.
