To mobilize civil service's initiative by constructing the rational effectiveMotivation System and play the of the civil service's potential at large which is theimportant guarantee to improve the civil servant's performance. Performancemanagement of Motivation System is the important component of the civil servicesystem. Therefore, the important content of the administrative reform are to carry outcivil servants implement performance management, build a reasonable effectiveincentive mechanism to mobilize the civil servants' enthusiasm and make the potentialof the civil service work to improve government performance.This article is divided into six parts: the first part of main part is the introductionwhich summarized the selection of subject purpose, significance, the domestic andinternational research topic selection, summary and correlative concept; The secondpart mainly introduced the civil servant's incentive mechanism in performancemanagement, discussed inner relation of the necessity of caring out the civil servant'sperformance management and the performance management and incentivemechanism; The third part discussed civil servant's performance management ofincentive mechanisms in xinjiang, which studied the current of civil servant'sperformance management of incentive mechanism and the problem of themanagement of civil servant's performance in xinjiang;The fourth part analyzed theproblem and reason which existed in xinjiang civil servant's performance managementin incentive mechanism; The fifth part put forward how to construct civil servant'sperformance management and put forward safeguard measures, this part mainlydiscussed to construct incentive mechanism, the enlightenment of the civil servant'sperformance management of incentive mechanism, and put forward some concretemeasures.
