Office servant systerm, a scientific administration management personned systerm, has been the principal part for the administration reform for the most counties in world. Although the Chinese public servant systerm has developed and reformed for a long time,there are lots of new problems for us to study and resolve.The trend of the public servant systerm reform has a new change in the new century,that is the reform of the performance orientation of the public servant systerm .the substance is to enhance the administration ablity and efficiencyof the government .six systerms are needed to implement the performance orientation of the public servant systerm. Facts have proved that performance orientation of public servant can be implememented indeed under the condition of establishing systerm.The dissertation based on the theoretical and practice, refering to the public servant law of china, introduced performance orientation testing system, established the scientific testing system. In order to resolve the problem emerging in the pubic servant system, the dissertation introduce personnel source developing and management countermeasure to improve administration efficiency and administration ability.
