How The "Vist Once" Reform Impels The Governance Of Petition

The original intention of the petition system is to relieve people's rights.However,all kinds of social and economic contradictions always exist along with the reform process,abnormal petitions emerge one after another,making a challenge to the governance and stability of the country.Although a lot of reforms and adjustments have been made in response to the situation,it still faces a lot of disputes,even rising to the dispute of "keeping petition or abolishing it " question.Quite a lot of studies believe that the system of petition hindering the process of China moving towards the rule of law,which means that administrative power has been ineffective in solving the problem of complaint reporting,so the "key" of solving the problem should be on the play of the people's congress,the CPPCC and the judicial power,rather than the administrative power itself.Under the background of "Vist Once" reform,Zhejiang province put forward the goal of " most once visit " and "most one place run" within the petitions,and took the Petition Supermarket as the carrier of the reform.Practice has proved that the Petition Supermarket has a strong influence on the change of key petition index,and the proportion of receiving visits at the county level has increased substantially.Then,under the influence by the reform of "Visit Once",did the power of the administrative system begin to have a benign influence on the governance of the county's petition? This paper is based on the problem.Based on the theoretical perspective of holistic governance and cross-departmental governance,this paper constructs an analytical framework for the research.We propose the hypothesis that the overall government shaped by the reform of "running at most once" will play the role of "anti-fragmentation" through the institutional environment and organizational structure,and then play a positive leverage effect on the governance of petition.The research shows that the reform of the "Vist Once" reform has a point of agreement with the change of petition system in the institutional environment,that is,the goal of "go to no more than once" and "go to no more than one place" is related.In terms of organizational structure,taking the Petition Supermarket as the carrier,Zhejiang province has formed two modes: "function introduction type" led by the complaint and proposals bureau and "system introduction type" led by the political commission,and the construction of the Petition Supermarket has been basically completed in the whole province.Through the empirical study of petition supermarkets in Yuhang and Gongshu district,it is found that despite the differences in management mode and form,the goal of petition supermarkets is to realize "one-stop reception,package mediation and one-stop service" for complaint reporting matters,and its governance efficiency also plays a similar role.In this paper,from the three dimensions of handling proportion of county complaint reporting matters,settlement of accumulated cases of complaint reporting,and handling efficiency of general complaint reporting matters,the indexes of evaluating "most once visit" and "most one place run" are constructed,and the internal mechanism of complaint reporting supermarket is verified and analyzed according to the changing characteristics of the indexes.The study found that the petition supermarket introduced the reception function of various functional departments,established the authority of centralized leadership of the whole government,and cooperated with social forces to participate in the resolution of conflicts,effectively improved the proportion of county district reception and the efficiency of settlement of accumulated cases,and did not significantly improve the efficiency of handling general complaint reporting matters.Further study found that letters and supermarkets are the boundaries of job functions,work mechanism is not smooth,inter-departmental transverse linkage is not tight,and justice,the National People's Congress and Chinese people's political consultative conference the other main governance issues of resultant force is not obvious,the main reason is lack of institutional planning of the whole province unified,lead to information barriers still exist among different departments,which would influence the efficiency of a complaint reporting matter transferred to background.Therefore,it can be considered that the "Visit Once" reform has limited leverage effect in the area of county petition governance,which is embodied in the fact that petitioners have realized the "most once visit" and "most one place run",and the data and handling procedures of petition matters have not been realized.As an internal institutional change in the administrative system,the "Visit Once" reform has a leverage effect on the governance of the county's complaint reporting through the institutional environment and organizational structure,which undoubtedly provides a "third way" for the improvement of the complaint reporting system within the administrative system.In this paper,the possible contribution lies in the fact that using the integrity management and cross-sectoral management theory Angle of view,the new reform's influence on the traditional letters,is the study both on "administrative power itself is not suitable to solve the complaint reporting difficulties" point of breakthrough,and through the letters and visits supermarket case of empirical research,validation in the county petition governance play to utility,with a new perspective to reveal the role of administrative system in the petition system and the existing limits,or will help to answer "complaint reporting system where" significant proposition.
