A Study On The Agreement Of The "Comfort Women Issue" Between South Korea And Japan

Thanks to the multiple efforts of the governments,in December 2015,South Korea and Japan reached a "South Korea-Japan Comfort Women Agreement",which made a "final and irreversible" solution to the " Comfort Women Issue" that plagued the development of bilateral relations.The development of relations between South Korea and Japan has also entered a new stage.However,with the process of reaching and implementing the agreement,many differences and contradictions have arisen between the governments of the two countries,and between the government and the people.In addition,after the Korean government in power took office,a special investigation group was set up to adopt a " Comfort Women Agreement".A series of countermeasures and the final dissolution agreement stipulated that the "Reconciliation and Healing Foundation" set up by the Japanese side will be set aside,so that this agreement was shelved less than three years after the two countries reached it.The "South Korea-Japan Comfort Women Issue Agreement",as a phased result of the South Korea-Japan settlement of the " Comfort Women," has had an important impact on the subsequent political,economic,trade,military,cultural and other fields of the two countries.This article first uses historical analysis to trace back the origin of the “Comfort Women 's Issue” and sort out the process of South Korea 's resolution of the “Comfort Women 's Issue” since the resumption of diplomatic relations with Japan in 1965.There are the four stages of shelving controversy,having no time to take care of,raising questions,and becoming one of the focus.By the time of the administration of Park Geun-hye in South Korea,the governments of the two countries had gone through several rounds of talks at the director level,and the active mediation of the United States,an overseas ally,between South Korea and Japan.The content of this agreement is analyzed from three aspects: the nature of the problem and the definition of liability relationship,compensation measures,and the scope of effectiveness.There are many problems,which also makes it difficult to reconcile the contradictions and differences in the subsequent promotion of the agreement,and the implementation and execution of the agreement are hindered.In particular,after the South Korean government took office,a special investigation group was established to dissolve the "Reconciliation and Healing Foundation" set up in the agreement and funded by the Japanese side.Diplomatic relations are more complex and sensitive.In the fourth chapter,the analytic hierarchy process is mainly used to analyze the impact of the agreement,the evaluation of it,and the future trend of the "Comfort Women" issue in Korea and Japan.The "Korea-Japan Comfort Women Issue Agreement" failed to resolve the contradictions and differences between the two countries on the " Comfort Women 's Issue".As a result,the relationship between the two countries went from warm to cold during the process of reaching agreement and shelving,and the economic,trade,and diplomatic fields have been hit.In addition,as a country in Northeast Asia,changes in South Korea-Japan relations and the participation of the United States in it have added uncertainty to the Northeast Asia region and the international situation.The "Comfort Women" issue between South Korea and Japan has not been finally resolved through an agreement,and it may continue to trouble and affect South Korea-Japan relations in the future.
