Research On GSOMIA In Japan And South Korea From The Perspective Of Two-layer Game

Japan and South Korea are countries in Northeast Asia,and their relations hip affects the trend of the situation in Northeast Asia as a whole.The symbo l of military cooperation between the two countries-the "General Security of M ilitary Information Agreement"(GSOMIA)is even more so.This article mainlyuses the theoretical framework of two-level game to analyze the process of Ja pan and South Korea signing the "General Security of Military Information Ag reement" three times,and analyze in detail the international and domestic facto rs that play a role in it.From the analysis results,it is not difficult to see that the two major fact ors of the two countries' perceptions of North Korea's nuclear and missile thre ats and the US's continuous strengthening of alliance management due to Chin a's rise and core interests are at play,prompting Japan and South Korea to car ry out military intelligence exchanges and signing agreements,GSOMIA.Howe ver,there are differences in the domestic game process of GSOMIA.Japan qui ckly passed the GSOMIA draft due to its political continuity and stability,but different results appeared in several domestic game processes in South Korea.I n 2012,the Lee Myung-bak government succumbed to strong public pressure a nd chose to give up when it was about to sign.In 2016,the Park Geun-hye g overnment successfully signed GSOMIA with Japan in the same situation.By a nalyzing the differences between South Korea's two domestic games,we can fu rther understand the domestic actors and their choices.Through the analysis of the GSOMIA renewal crisis in 2019,it can also be seen that the United Statesstill plays a pivotal role in the development of relations between Japan and S outh Korea.Through the analysis of the three signings of GSOMIA,we can understan d the preferences of Japan and South Korea's domestic actors for this military cooperation,and we can also see the influence of the United States on allies.Japan and South Korea's "General Security of Military Information Agreement" is signed once a year.Continuing to track the domestic game process between Japan and South Korea on GSOMIA will also help to study and judge the No rtheast Asian security environment and strengthen China's surrounding security environment research,judgment and response.
