Xi Jinping attaches great importance to the work of petitions and believes that petitions are a mirror reflecting the gains and losses of government affairs and can better strengthen the relationship between cadres and the masses.They are a useful supplement to socialist democratic politics with Chinese characteristics.We must continue to improve,innovate and development of.Since China’s petition has been in place since ancient times,and because of its low threshold,low cost,and convenience,people have resorted to petitions to solve problems,which has broken the process of dispute resolution mechanisms and is not conducive to governing the country according to law.The implementation of the strategy and the building of a socialist country ruled by law.Although there are many voices in the society,some experts and scholars advocate weakening or even canceling the function of petitions.However,the author believes that the existence of petitions is an important supplement to social relief work.It should be joined by China to accelerate the construction of a socialist country ruled by law.Fast trains constantly improve the content and implementation methods,and in the process of carrying out mass work,there are laws to rely on and laws to follow;law enforcement must be strict and violations must be investigated.The points of this paper are as follows: The first part is the introduction,the main content is to introduce the background and significance of the thesis research,domestic and foreign research status,innovations and research methods.The second part mainly introduces some basic concepts of petition,petition system and system change.It also describes the theoretical connotation of Northrop ’s system change,and lays the groundwork for the following theory.The third part introduces the evolution of China’s petition system,from its inception to step-by-step development and improvement,and a comparative analysis of the two petition regulations to find out some problems in the change of our petition system.The fourth part is a very important part of the dissertation.Through North’s theory of institutional change,the reasons for the problems in the change of the petition system are analyzed.In the fifth part,according to the reasons analyzed in the fourth part and the specific situation in China,from the perspective of institutional changes,the author puts forward constructive solutions to the problems in the change of the petition system in China.This paper uses a combination of literature research methods and qualitative research methods to analyze the changes in China’s petition system.First,grasp the development and evolution of China’s petition system through literature research;Second,use qualitative research methods to conduct in-depth analysis and discussions with the staff of the Letters and Calls Bureau,analyze the problems that occur in the policy formulation process and the future development of the letters and visits work;Finally,make targeted suggestions for solving the problem.
