Exploration Petition System Reform Path China

Petition system is a great system with Chinese characteristics and design, althoughthis system is not unique to China, but in practice it presents a variety of problems arethought-provoking. China ’s petition system carries too many social functions, such ascivic and political participation, expression of public opinion, legal remedies to resolvedisputes, maintaining social stability as well as contact and other important functions ofgovernment and the masses, and even to some extent, act as a social "safety valve "role.China ’s petition system in today’s ties with the masses, to understand public opinion,to accept public opinion, provide information for decision making has played a role,but it is undeniable that the contents of the petition system involved in the operation ofits problems has been a breakthrough China’s petition system designer’s mind. Civilrights not given due attention, the legal system is not perfect, the lack of a unifiedcoordination mechanism and other issues petition channel is not smooth joint petitionsystem has led to difficulties, the current petition system reforms. Therefore, greatefforts to build the rule of law in our country today, the petition system how to locateand develop and become a historic task before us. Based on the interest and concern ofthis issue, the petition system is selected as the theme of this article.This article discusses four aspects of the reform of China’s current petition system.First, the petition system is analyzed theoretically, and the current meaning,characteristics and the role of China’s current petition system were reviewed; secondly,to explore similarities and differences between the current petition system under thehistorical origins of the petition system and the leadership of the Communist Party ofChina; third, analysis and comparison of the situation of foreign and overseas countriesand regions like the petition system.The second part of our current petition system for the overall analysis, the settingand the type of petition agencies, the primary mechanism for today’s running of the petition mechanism and classification petition under the current petition systemactivities were described separately.The third part of the problem of the current petition system run produced a detailedanalysis and study of the reasons, the petition is still running high from the amount ofstructural problems highlighted contradictions petition, the petition "vicious circle" andthe petition question was "offside" to resolve the four problems start, further analysis ofthe deep-seated problems, and causes of these problems were analyzed.The fourth part of the petition system for the current problems of the petitionpresented preliminary inquiry reform path.
