In the field of community autonomy,the community has become the social units of a set of the three factors of "state,society,the market",the community owns multiple attributes,such as governance,services and autonomy,and so on.The community with the property of multifunction and composite,Considering of the aspect of administration of the residents' committee,service demand diversification,the core interests of residents change,residents' autonomy in disorder,as well as the reasons for the property service,Community autonomy of the residents' committee has showed the view of less effective.In order to comply with the community environment change,seek new growth point of community autonomy,Regarding the property rights and interests of the owners as the core thing,the Owners' Committee autonomy organization came into being,and it has become major breakthrough aspect of community autonomy after residents committee.For the point of view of the fact observation,from a shrink research perspective,the study had selected an independent community area(Community J)as the research object.On the one hand,the study analyzed that how the community J establish the autonomous organization of community conference to satisfy the demand of internal governance(property rights organized based on safeguarding the legitimate rights and interests of stakeholders to participate in community governance based on requirements),and the command of external policy("Television accountability" and " Three party linkage "mechanism),as well as filtered the organization generated preparation,recommendation,election and filing procedure.On the other hand,based on the operation characteristics of community conference autonomous organization,it also deeply researched how the organization satisfy the balance between the community governance demand and the corporate management with other communities and how to form munltiple cohabitation situation by from the internal autonomy to the linkage mechanism.At the same time,through the Community J's owners committee was established as the boundary point,and on the base of transformation of autonomous field(Unit community---Property community)and transformation of autonomous subject(Community residents---Residential property owners),through compare and analysis the status of community governance efficiency in further before and after the establishment of the owners' committee.In addition,evaluating performance of the owners' committee in linkage governance from three aspects of "Interest correlation of owners,organization of Owner autonomy,owners and their families to participate in community governance activities in order",praising the positive governance effect of owners committee,pointing out the problem development of the owners committee faced,and putting forward constructive countermeasures.
