Study On The Policy Implementation Deviation Of Quan Zhou City Housing Provident Fund Management Center

Quanzhou established the housing accumulation fund system in 1993.With more than 20 years of continuous development,it has gradually formed a housing security system for urban employees with mutual benefit and mutual assistance,long-term savings and low interest loans,which provides great support for the improvement the basic housing conditions of the employees.However,along with the development of social economy and the advancement of the system itself,problems in policy implementation have gradually emerged,which has aroused public doubts and heated discussions,resulting in such negative opinions as "Provident Fund provides welfare to government institutions in disguised form" and "Provident Fund robs the rich and relieves the poor".The effective implementation of the provident fund policy is an effective way to truly implement the system of housing provident fund for the benefit of the people,and it is also the only way.This paper focuses on the issue of policy implementation of Quanzhou housing provident fund management center,especially for collection,withdrawal and loan policies,analyzes by means of Smith Policy Implementation Model the deviations of Quanzhou housing provident fund management center in the process of policy implementation indicated above,that is,additional policy implementation,incomplete policy implementation and alternative policy implementation.as well as the main reasons for these deviations from such four aspects as idealized policy,executive agencies,target groups and policy environment,it shows that there are problems in policy design,poor implementation of the policy implementing subject,constraints in the formation of policy environment,and low enthusiasm of target groups.In this regard,we should learn from the advanced experience of other areas in China and,while taking into consideration the real situations of Quanzhou,correct deviations in the implementation of the Quanzhou housing provident fund management policy by improving policy design,enhancing the executive power of the policy implementation subject,improving the policy environment,and increasing the participation of the target group.
