Study On The Problems In The Implementation Of Housing Accumulation Fund Policy In Baiyin City

Housing fund is an important part of the housing security system in our country,and it is the solid backing of people to realize the housing dream.The 14 th meeting of the Central Financial and Economic Leading Group gave more important significance to the housing fund.However,the reality is that the higher the income,the more the individual pays,the more the unit subsidies,the more the welfare enjoys.The housing fund not only fails to play the role of the support for the low-and middle-income groups,but artificially increases the unfair income distribution.This cannot help but make people doubt that the fairness and security of the provident fund system.The author is familiar with the housing fund situation,can obtain the real data,so this article takes the Baiyin City as the object of study.First of all,the article analyzed the housing fund policy operation in Baiyin City,combining with the characteristics and structure of the housing fund.Secondly,using the public policy implement of the Smith model,the paper analyzed the housing fund policy of Baiyin City in four ways: public policy itself,policy implementers,target group and implementation environment.And analyzed the problems and reasons in the implementation of the housing fund policy of Baiyin City through questionnaires and interviews.Finally,based on the above analysis,this paper discussed some suggestions and thoughts on how to improve the implementation effect of the housing fund policy in Baiyin City.According to the research,the problems in the implementation of the housing fund policy in Baiyin City are shown in four dimensions.First,in the dimension of policy ontology,the design of the policy itself is not reasonable.In general,there is a lack of special legal support;Second,in the dimension of policy implementers,it is the housing fund management center of Baiyin City supervision lag;Third,the concept of the target group of the policy is backward and there are misunderstandings;Fourth,there are impact of environmental factors in policy implementation,economic development level and social cognition are the main factors.Through the problems and causes in the implementation of the housing fund policy in Baiyin City,and according to the local situation,we made suggestions for improving the implementation of the housing fund policy of Baiyin City.The first is to introduce the local law and regulations;Secondly,policy implementers should strengthen supervision,improve professional ethics of employees and actively interact with various departments;In the dimension of policy target group,we should pay attention to propaganda and enrich propaganda means;At last in the policy implementation environment way,Baiyin housing fund management center should rely on the mega data platform of Smart City to share data whit other department.And to adopt a flexible housing fund collection method for SMEs within a reasonable range.
