Integration Of Customs And Inspections From The Perspective Of Overall Government Theory

Customs integration is to assign the duties and team of entry-exit inspection and quarantine to customs management.It is an important measure adopted by the customs to implement the reform of national organizations and facilitate customs clearance.It is the goal and requirement of “State Council Institutional Reform Program” witch is reviewed and passed by the Thirteenth National People's Congress.This reform is a reflection and breakthrough on the traditional management and organizational model,which is conducive to overcoming the problems of fragmented government management and redundant organizational settings,and can reduce administrative costs and improve work efficiency to a certain extent.This paper is based on theory of the Joint-up Government,summing up the analysis model with four aspects of policy guidelines,incentive measures,working methods and organizational culture as the characteristics of reform.Combing the historical changes of Chinese customs,summarize China's customs reform has the characteristics of short reform cycle,single individual reforms,and lack of supporting policies.Combined with the theory model of the Joint-up Government,systematic analysis of the factors affecting the advancement of the Capital Airport customs' integration,including lack of complete implementation rules,single wages standard,lack of systematic training,inconsistent team management standards,and the existing problems of the integration of customs clearance at the Capital Airport in terms of law enforcement standards,accountability definition,job convergence,and team management.Finally,according to the experience of the Capital Airport customs' integration,combined with the theory model of the Joint-up Government,put forward related suggestions: temper the paramilitary team with strong style at the spiritual level,strengthen the top-level design and supporting laws for reform at the legal level,improve the personnel management system and "Internet + Customs" at the working level,with a view to implementing the reform of customs integration.
