Study On The Supply Of Industrial Land In Qingyuan High Tech Zone

Since the reform and opening up,China has experienced thirty or forty years of rapid economic growth.With the continuous release of population dividend and the continuous prosperity of private economy,China has made remarkable achievements in the development of urbanization.At present,China is entering a period of economic and social transformation.The specific manifestations of this period are: the transformation of economic growth mode from extensive to intensive,the transformation of economic structure from traditional industry to high-tech industry and modern service industry,and the transformation of economic layout from scattered to centralized scale.In 2014,the state put forward the new urbanization construction idea of "human centered",and clarified the transformation requirements of urbanization development from "quantity" to "quality".The Industrial Development Zone has made remarkable achievements in promoting China's industrial development.With China's social and economic development entering the transition period,the contradiction of industrial land development and utilization is increasingly prominent.The situation of extensive and inefficient use of land is more severe.Some park development fails to meet the requirements of land input-output indicators.There are many problems,such as small investment scale,low land use efficiency,and the input-output is not up to standard.Even some of the factory buildings in the park are sparse,and a large number of land has been idle for a long time.It not only poses a huge threat to the limited land resources,but also hinders its own development.This paper summarizes the research results and experience of industrial land supply and urbanization of enterprises at home and abroad by using the literature method;obtains the problems of industrial land management of Qingyuan high tech Zone by using the interview method,probes into the causes and Countermeasures of industrial land supply in Qingyuan high tech Zone;analyzes the four-level social analysis framework of Williamson and the public pond resources of Ostrom On the basis of the analysis framework of governance social ecosystem,this paper constructs the three-level analysis framework of social economy and institutional environment resource utilization management system of industrial land supply management,and puts forward relevant countermeasures and suggestions from the perspectives of attaching importance to policy publicity and guidance,promoting the reform of land administrative mechanism,improving land supervision system and optimizing industrial land management system.The study is conducive to alleviate the contradiction in the industrial land supply of Qingyuan high tech Zone,and puts forward how the high tech Zone can make use of policies to provide assistance for development in the aspect of industrial land supply under the background of industrial transformation and upgrading,and puts forward countermeasures for the problems affecting the industrial land management,which has certain reference for the industrial land supply practice of Qingyuan high tech Zone and other local governments Reference value.
