Research On Public Service Supply In Baotou Rare Earth High-tech Industrial Development Zone

After the 21 st century,with the rapid development of our country's economy and society,the living standards of residents have improved significantly,and the level of public demand for public services is constantly improving,which puts forward new tests for the public service supply capacity of local governments.The county-level government belongs to the grass-roots government and undertakes the important function of providing public services to urban and rural residents.Therefore,it is important to study the supply of public services by county-level governments to meet the growing needs of the people.Baotou Rare Earth High-tech Industrial Development Zone(hereinafter referred to as " Baotou Rare Earth High-tech Zone")is the first batch of national high-tech zones and the only national high-tech zone named after rare earth.As an agency of Baotou city,it is no different from other counties in providing public services to residents.From the perspective of public policies and public governance,this paper selects Baotou Rare Earth High-tech Zone as the research object.In the process of analysis,500 residents were selected to conduct a questionnaire survey to comprehensively analyze the residents' satisfaction with public services such as education and culture,municipal construction and public health.Through analysis,this paper points out that Baotou Rare Earth High-tech Zone still has the problems of insufficient total supply of public services,unreasonable structure,low supply efficiency and unclear responsibilities of related subjects.The main reasons are that the government does not have a good understanding of public service supply,the supply mode is single,the supply decision-making mechanism is not perfect,the supply supervision mechanism has not yet been formed,and the local economic development momentum is declining.In view of this,combining with the advanced experience of public service supply in other high-tech zones in China,this paper puts forward countermeasures and suggestions to improve the public service supply in Baotou rare earth high-tech zone from five aspects: strengthening the government's awareness of public service supply responsibility,constructing a new mode of public service supply in which multiple subjects participate together,perfecting the government's decision-making system on public service supply,perfecting the government's supervision system on public service supply,and enhancing the economic development activity.
