A Study On The Selective Response Behavior Of Township Government

Since the reform and opening up 40 years ago,under the pressure system,China's economy has continued to develop at a high speed.With the acceleration of globalization,the system has expanded from the economic field to all aspects of social management.The local government constantly makes policy guidance to meet the tasks assigned by the superior,and changes the management mode to assist the economic development and meet the target requirements.Under this system,all kinds of policies are pushed forward from top to bottom by means of task arrangement and so on,and finally fall on the end of state power-township government.The higher level government often assigns a large number of political affairs and administrative work to the grass-roots level in the way of responsibility contracting,thus forming the inverted pyramid management phenomenon of grass-roots government that "thousands of lines above,one needle below".The author observes that in the face of various kinds of tasks and the relative lack of human,financial and business resources,township governments generally have informal behaviors with policies and countermeasures.In this paper,the specific work of township governments in the front line of policy implementation is taken as the starting point,and the rational choice made by township governments in the face of different tasks from their superiors is called "selective response".This paper adopts the methods of literature analysis,semi-structured interview and case study to explore the behavioral logic and the reasons for the recurrence of "selective response" in the township government through the specific events such as safety production,anti typhoon,building a national civilized city,the fourth national economic census and the work of the Communist Youth League.This paper argues that the lack of supervision of the government leads to the repeated "selective response" behavior due to the lack of people,money and time,the collusion behavior between the superior and the subordinate and the low participation of the masses in politics under the pressure system.
