Research On The Game Between The Township Government And The District And County Departments Under The Pressure System

The report of the 19 th National Congress of the Communist Party of China proposed to "build a service-oriented government that the people are satisfied with." This puts new and higher requirements on the service capacity building of township governments and district/county departments,and also indicated the direction to provide service capacity building for township governments and district/county departments.The township government and district/county departments are the nerve endings in the entire administrative system,which is the end of policy implementation and the first line of public opinion feedback.The effectiveness of the construction of a service-oriented government and the sense of gain of the masses will eventually be most evident in the township government and district/county departments.Exploring the internal logic of the game between the township government and the district/county department,analyzing the dilemma of the township government building a service-oriented government,has great theoretical and practical significance for seeking to break the deadlock of the township government under the pressure-based system to build a service-oriented government.This research uses literature research method and field research method to analyze the impact factors and institutional operation status of township government and district/county departments under the pressure system.Based on this,the game models of township governments and districts/counties departments in different situations were constructed.Using the game model,the district/county departments under the pressure system tend to assign tasks in a “one size fits all” way.The township government is prone to “target substitution” in the process of carrying out the target tasks.The township government with the ability to complete the tasks will only complete the basic tasks.The township government that has the ability to complete the task will complete the task,and the township government that is unable to complete the task will analyze and derive the inherent logic of the problem of co-creation and falsification with the district/county departments.According to the basic requirements of service-oriented government construction,this study analyzes and points out that the Pareto optimality of the game between the township government and the district/county department under the pressure-based system is that “the district/county department formulates scientific and reasonable goals and tasks and urges the township government to effectively implement the township government.In order to accomplish the target task,we will improve the quality and level of service in an all-round way.” From the three aspects of “the district/county departments formulate scientific and rational goals and tasks,the township government to accomplish the target tasks,and the township government to improve the service quality”,the township government under the pressure system The feasibility of Pareto improvement was analyzed with the district/county departments.The study finds that the Pareto improvement of the game of township government and district/county departments under the pressure-based system should start feom the following three aspects: reduce the cost of setting up scientific and reasonable goals and tasks for district/county departments,establish a sound supervision mechanism,and increase the power of the administration.
