Study On The Relationship Between Government And Business In Zhaoqing High Tech Zone

2016 is the first year of building a new political and commercial relationship.In March of that year,General Secretary Xi Jinping pointed out the direction of the two words of "close" and "clean" for the construction of new political and business relations at the four session of the twelve CPPCC.This is the first time that the top level has made a clear statement on this issue.The purpose is to directly dispel the dissatisfaction of private entrepreneurs with "lazy government" and their worries about future development.From this point on,the research on the relationship between government and business is also springing up.In April of the same year,Guangdong Provincial Commission for Discipline Inspection and Guangdong Provincial Department of supervision soon issued several opinions on promoting the construction of a new type of political business relationship(Trial),followed by many provinces.In this situation,the key highlights of 2017 and 2018 of Zhaoqing high tech Zone Commission for Discipline and industry are planned to establish a new type of "close" and "clean" political business relationship.Since the 18 th National Congress of the Communist Party of China,the high-pressure situation has been maintained in the fight against corruption and discipline.At the same time,the discipline inspection and supervision organs at all levels have used "four forms" to supervise the discipline enforcement and accountability for the "fly like" corruption and misconduct of grass-roots public servants.The State Council has further pushed forward the reform of "simplifying administration,delegating power,combining management and optimizing service",so as to make the Party style and style a new one.General secretary Xi Jinping pointed out in the nineteen major reports of the Communist Party of China: building a new type of" political relationship between "close" and "clean" to promote the healthy development of the non-public sector of the economy and the healthy growth of the non-public sectors of the economy.As the bridgehead of Zhaoqing's strategy of "integrating the East with the west",and the main battlefield of the 366 industrial development project,it is undoubtedly very important for Zhaoqing high tech Zone to maintain the relationship between government and business with good discipline and ensure the rapid development of economy.However,in the past ten years since the establishment of Zhaoqing high tech Zone(only eight years after it was named as the national high tech Zone),“5·08”cases(the Standing Committee of Zhaoqing Municipal Committee and the head of the high tech Zonefell)and three consecutive directors of Social Security Bureau were involved in serious corruption cases,which seriously affected the further development of economy.In this paper,Zhaoqing high tech Zone as the research object,the economic function zone(national high tech Zone)to build a "close" and "clean" new type of political and business relations are discussed.On the basis of establishing theoretical analysis framework,through literature research,case analysis,interviews and questionnaires with representative enterprises,heads of administrative departments and their staff in the zone,we can understand the current situation and existing problems of domestic business relations in the zone and analyze them.According to the analysis,we believe that there are problems in Zhaoqing high tech Zone that the relationship between government and business is not "close" and "clean" This paper analyzes and draws on the experience of other regions,and puts forward suggestions for the construction of "close" and "clean" new political and commercial relations in Zhaoqing high tech Zone: first,set up the concept of the overall situation of politics and commerce,change the thinking misunderstanding of "relations";second,improve the efficiency of supervision and management with the help of scientific and technological means;third,draw clear the boundary between politics and commerce,standardize the behavior of politics and commerce with the system;fourth,improve the power supervision mechanism,adhere to punishment and protection We should pay equal attention to protection;five is to unblock the channels of communication between government and business to help enterprises solve difficulties;six is to increase the efforts of streamlining administration and delegating power,and innovate the mechanism of serving enterprises;seven is to improve policy service and implementation,and increase the efforts of policy publicity and popularization;eight is to promote development with Party building,and create a healthy political and business culture atmosphere;nine is to introduce enterprise performance system,and try out a high salary to maintain integrity;ten is to strictly observe the Party discipline and the State Law,and to construct the "close" and "clean" relationship between government and business with the thinking of rule by law.
